Checking the whitelist before making the promise

Case / 2026−27 Food services / restaurant group Whitelist-governed pathway · marketing and revenue

A restaurant group sought conversion support for two positions, one in marketing and one in revenue management. The relevant food services pathway funds only a defined list of supported job roles, which meant eligibility had to be settled before the roles were finalised, not after.

Industry context

Food services operates on thin margins and high turnover, and the sector’s conversion pathway is correspondingly prescriptive: a published list of supported job roles, with limited room to argue that a role not on the list should count. That prescriptiveness is a constraint, but it is also a gift, because it makes the eligibility question answerable on day one.

What changed and why CCP applied

Both roles represented capability the group did not have: structured marketing, and revenue management as a discipline rather than as a function of the reservation book. Both candidates were converting from adjacent hospitality backgrounds.

Our strategy

The supported-roles list was checked first and the job titles and scopes were then written toward it, not by mislabelling the work, but by recognising which of several legitimate ways to describe the role aligned with a funded position. Where a role sat outside the list, that was established early enough for the client to make a decision with full information rather than after committing to a hire on an assumption. Because food services applications frequently turn on demonstrating that the candidate’s previous position was genuinely different, prior salary and prior role evidence was assembled to a higher standard than usual.

Key takeaway

Some programmes run on a fixed whitelist. Checking it takes ten minutes and occasionally saves a client from a hire they made on the assumption that funding would follow.
